If Mourinho can't rotate at home to Burnley after 4 games in 2 weeks, including Liverpool, City and Chelsea, then when should he rotate?

Mourinho has made two changes to his team by recalling Darmian and Jesse Lingard. Juan Mata has also been named captain in the absence of substitutes Rooney and Carrick, plus the injured Smalling. There is no place in the squad for Mkhitaryan.
