Historically they have, but saying that, they went pretty big last summer for all the good it's done. I just don't see how they attract a top manager without a decent budget, given we're clearly so far behind City, Liverpool and Chelsea already. Plus we are set to lose genuine quality, eg Pogba and Greenwood for no fee, along with the raft of older players we need to move on.
