Having just watched the Menendez story and then rewatching no country for old men, surely Javier Bardem is in the conversation for best movie/tv show bad guy, but who else stands out for you?

J.K Simmons - Whiplash

Gary Oldman as Stanfield in Leon.
I liked Daniel Day Lewis in the oil movie who's name i've forgotten.
John Hurt was fun in the Proposition.

On the cheesy, hammier end of the spectrum
Hugo Weaving was fun as Agent Smith
Willem Defoe as the Green Goblin
Vincent Price in anything.
Saruman / Dracula / British Spy Christopher Lee

Paul Reiser as Burke in Alien deserves a mention because i think i hate him more than any other character ever.

Hans Landa (Christoph Waltz) is my favourite villain. Bardem in No Country a close second.
 
Have to say I loved William Dafoe as Green Goblin in the first Spider-Man.
 
Kathy Bates was absolutely menacing in Misery.

Some questionable life choices, but i don't really see them as they're characters i'd never think of in terms of "villains."

among the usual shouts... there's plenty of those who are great in the roles of obvious bad guys yet I wouldn't list them as villains. McShane as Al in Deadwood for example.
