It's not just about the goals, it's about the quality of general play. The ability of Liverpool to fluster City's possession play. The ability of City to play through Liverpool's ferocious press. Since I've started watching football, only peak El Classico with Messi and Ronaldo had a higher level of football played on a consistent basis. And I'm conceding that the Fergie Wenger rivalry between 98 and 05 was better (but not by much in terms of head to head matches)
City being relatively useless at Anfield is a credit to that Liverpool side; City have slapped every other PL side at their stadiums. Liverpool have been the only side that has forced Pep to evolve in England from all out to more calculating, and vice versa. It's been a great tactical dance between the two.
The only reason why many are disagreeing is because for them, football matches have to have more than quality football to be interesting. Hence comments about passion and hatred and what not. Oh, and somehow interpreting praise of this tie as a slight on Fergie and Wenger, which is

I only know about that rivalry from 2Pac, who was a big friend of Mike Tyson and rapped positively about him.Boring, no bite, no friction, no tension, a distorted playing field and one party in the feud was absolutely decimated.

I don't know how you can say that when managers such as Ten Hag, Ole, Howe and Pochettino have finished above Liverpool during that time.Probably the best rivalry outside the Fergie-Wenger-Mourinho trio, considering all factors. Pep vs Klopp has been a very sanitized rivalry though. Lacks the iconic press conference battles, mind games and touchline clashes. Brilliant from a purely sporting point of view. The Head-to-head record proves that.
One thing is for sure, in terms of entertainment value, City vs Liverpool and Pep vs Klopp has been the best. The games are end-to-end, fast and both teams have tried to attack without any compromise whatsoever. Box office, edge of the seat stuff unlike many other overhyped big games. In terms of pure quality of Football, City-Liverpool has easily been the best match-up in the planet over the last 7 or 8 years.
