2nd place is not indicative of greatness or progress. Likewise you cannot claim regression and use this as a metric. There is no regression from finishing as a first place loser, athletes compete to win not to receive a participation medal.
But should we like to use the 2nd place trophy as any kind of barometer, let’s compare United 20-21 to Chelsea 21-22. A season where many consider Chelsea’s season a disappointment and a failure.

In what is considered you most successful season for a long time, you would have finished 4th place in the season just gone.
Would you consider yourself a top team?
You failed to beat Villarreal in the Europa league final. A team with far less resources. A much much smaller team.
What you have become is Liverpool of 10-15 years ago. A massive team with mediocre results. Your side has been drowning for a long time, you manage to doggy paddle your way up to the top screaming history as you frantically gasp for air only to sink again.
For sure it’s not permanent and you will rise again, with the right guidance and management but you are not a top club. Likewise I don’t consider my own club a top club at least for now. That title belongs to those who consistently compete, consistently produce results. Both our teams reside in the 2nd tier
Simply put, you are a 4* team with 5* ambitions and aspirations.
