The keeper doesn't get to the ball because he hesitates due to the offside player.
That's not a pen IMO. His arm is coming back in
 
Wouldn't be a pen in the league but CL you can see it given. Seems harsh though

Commentator is right. It's no different than the penalty United got versus PSG. Penalty is the right decision if that's the case.
