Yep absolutely! That last season at Madrid he performed at a lower level than previous seasons with Madrid and he was a better player 3-4 years previously. A player who had won everything and was coming off a season whereby he played the vast majority of games for Madrid and his national side and was hitting the age whereby players generally hit their physical and mental peak?

But the damnable part is that his status as a crock was very well known. Random feckers on the Internet knew this.
There's no chance in hell that a competent DOF signs that player with the idea of making him the defensive rock/centre piece of a team building towards a title challenge.

Doesn't matter what your peak years "should" be, Varane clearly isn't in his because he has such significant fitness issues.
