I don't understand this as well.
Why does a chain need to be there for two rounds?
More rolls sounds like more uncertainty and more fun.
Not sure if I am missing something obvious.

I think the idea was it to be more of a chain draft with random no mates thrown in. I’ll let @Edgar Allan Pillow decide as the neutral mod

That's fair enough, but definitely think a roll every round would be way more fun drafting wise.

As @P-Nut0712 said, not late at all, since first round would anyways have been roll less and round 2 is the only chain one till now, so not exactly a rule change.
