No he didn't, Van Der Weil withdrew himself from the WC squad due to his chronic tendonitis in one of his knees, which he decided to get treated instead.
There was an interview with him somewhere a while back where he spoke about this as the most mature decision he's made his entire life, but said that the injury could've been career ending had he not decided to do as he did.

Vlaar, most likely not, but McCarthy, probably. That would be a pretty typical Bayern signing; take a relatively young, talented player from a mid-table German team (the team's best player), adding depth to your squad while weakening a pesky rival. Isn't that what Bayern have always done to their fellow Bundesliga clubs?
