And while I know McTominay is not rated at all here, he is still as good as all the names listed above
'Decent' PL players have been going for £30M all summer, Fulham have brought 2 at that level. McT falls into the category of decent PL players, so £30M+ shouldn't be an issue.

Lyon have just accepted an offer from Fulham for Rayan Cherki. It is worth €15m, plus €5m in bonuses. The ball is now in the court of the 21-year-old, who has yet to make a decision.
At present, Cherki is not interested in this project and has made this clear to his representatives, while Fulham have not yet made contact with the player's entourage.

Would be a great stop gap signing. Would be our best RB and can provide cover for Myko at LB if needed. When we have barely any money there isn't much better out there that can solve both positions at once for us.
