It was only recently reported that he makes the final decision on whether to go through with any potential incoming. Everything needs his approval before things can proceed. The report was in The Times a few weeks ago.
It's been reported before aswell, where James Ducker reported that his approval was required countless times when we were trying to sign Maguire which slowed negotiations. The Athletic also reported the same and it was said that transfer deals were taking longer to complete due to Joel Glazer's approval being sought on all incomings/outgoings. I really didn't know this. Find it odd that someone who hasn't shown any inclination nor desire to be involved in the running of our club wants to not only sign off every detail but also stall/deliberate it to an extent that does harm rather than good. The only way way things can improve imo is if he takes a active role in the negotiation process. Because I can't see him giving any control to a outsider when it comes to the money side.
I think i read a report from MEN that the Glazers have given their approval to sign Sancho after the season ends. I think the tweet was in the Sancho thread. Whether that's clickbait or guesswork i don't know but perhaps the club do need the owners to approve and sign off on every transfer, as every club owners do

We could have the best negotiating team in the world but if the guy that controls everything is in a different time zone then that is a problem. Northcroft said that he (Joel) controls every small detail at the club and without his say so nothing can happen. Just to add on a bit more to Frank's answer, Avram's the Glazer who'll be selling his shares in the club, so he was the worst person to ask about the recent happenings. Joel's the only Glazer in the family who actually cares about the club (as well as the Tampa Bay Buccaneers); the rest are just in it to make easy money.Avram Glazer.

I'm not sure if I can see him fitting into the Leeds side, to be honest. Harrison offers them a good amount of work rate on the left wing, and I don't know how they'll be able to keep their defensive balance with both him and Raphinha in the same team.
