It makes sense to me. FIFA have jurisdiction over transfers that are related to multiple football associations. However, when it comes to one national association, then it becomes a domestic matter, which FIFA cannot interfere in (sort of like national sovereignty).

My only guess is that the solidarity compensation is to make sure that foreign clubs in lesser (mainly poorer associations) get well-compensated so that they continue to develop young players. Nowadays, with young players getting transferred to other countries from a young age (like Pogba to us or City's numerous foreign young players), there's not much of a chance for the training clubs to make a good amount of money.Yeah but they are the overall authority and it’s their regulations that govern football as a whole.
The training compensation costs regime also includes transfers within the same country/association and are part of the same section of regulations. I don’t really see much of a difference.
