Player exchange is the only way or if they can get PSG to agree to let them loan Neymar with an obligation to pay next summer.

But its more likely that we never made an offer or talked terms with his agent..
And Spurs probably agreed terms in case Le Celso fell through.... or had him as an alternative but Sportings asking price made them go back to Le Celso and the deal never happened.
