The people you mentioned are producing something different to the others, thats why they have those segments to round out the show instead of it all being 2 hours of attempting exciting matches where the crowd will get tired.
Andrade was the main event of Rampage in the 2nd top title match in the company. Had a good match but he's been more of a character than a wrestler so far, I believe he had 3 matches (and wins) before that and way way way more tv time in promos and segments. He was on almost every week. Just as much as Eddie.
WWE has Brock, Reigns and Lashley at the top. Goldberg maybe the next tier. Everyone else is sacrificed to try and make them look as strong as possible. They are all big guys, it doesnt matter that they are not the best match workers in the company. Those guys get fed to the above mentioned to pad their records and make them look good.
Owens, Ziggler, Zayn etc are far more likely to be featured as a main event on a Rampage, Dynamite or pay per view than they are a WWE pay per view. Just not what they're looking for as the focused superstars. You should get the message from the several talents who chose to walk away
