I doubt it. From what I've found with a quick google, FIFA starting keeping track of assists in the World Cup in 94, and most of the leagues started tracking them in the late 90's.

Yeah but even then in the premier league he officially has 162 assists, in the Champions League he has 31 assists and then you have a bunch of assists in the various cups and at International level. Even without all his assists counted he is easily in the top 10 that was shared earlier.
