Unless you're arguing that Biden is not the least worse option but the absolutely ideal president, how is this any different than your view on the 2020 election? Hilary is a monumental piece of shit and plenty of people deemed her a worse option than Trump based on her record. The last 4 years doesn't make her any better a candidate.

2. Nationwide rollout of COVID plan
3. Re-entering the Paris Accords
4. Tougher stance on Rocketman and Putin
What would be great:
1. Passing a strengthened VRA
2. Packing the courts
3. Introducing DC as a state
4. Expanding the federal judiciary
5. Forgiving some student debt
6. Public option

How much of the bottom list can be done just through executive orders, though? I guess you might be able to get some stuff through if there's a GOPer willing to go along with it, but Collins doesn't even have to worry about re-election anymore. It just seems some people think Biden winning somehow disproves people's opinions that he'll be a poor president Biden beating Trump tells us nothing about President Biden. (Who I hope will surprise me and will really set some (leftist) wheels in motion. However realistic that hope is!)
I don't think anyone is denying that though? I think you're going into this too black and white. Trump is the pits, it doesn't get much worse than that. So better than Trump doesn't necessarily mean good; you could think Biden and Hillary Clinton will be/would have been awful presidents and they'd still be miles ahead of Donald fecking Trump.
