Should stutter penalties be allowed?

Feck them off. I'm sure there was a rule against it, but they either got rid of it or don't enforce it.

It's just a joke. Watching a shootout of 10+ takers doing this shit will be like pulling teeth.

This wasn't a stutter, he completely stopped. Shocking decision to not retake it.

Yeah this is shit, twice now this tournament. Just have them taken from stand.

Lewandowski completely stopped three times in his one against France:

But that's fine. The keeper being 1mm off his line after the 15th stutter = not fine.

That what I thought. At least 15 years ago.

It’s a silly rule, but they are allowed to do it.

I don't know how Lewandowski gets away with his, it's utterly farcical.

It's fine if you keep moving forward towards the ball, but you can't just complete fake to shoot and stop.

There's a difference between a stutter - allowed, and stopping completely - not allowed.

Except it is, though.

In the official 2024/25 IFAB Laws of the Game, there is significant room to allow a penalty taker to stop and start their run-up multiple times before striking the ball.

The only restriction is one clear guideline: "Feinting to kick the ball once the kicker has completed the run-up (feinting in the run-up is permitted)."

It's supposed to be but it's barely enforced and if it forces the ref to look at something that overturns a goal then it's a yellow worth taking.
No, it’s cheating. Havertz stopped before he struck the ball, he should have been made to retake it. It’s not a fair 50:50 for the GK.

It is allowed by the rules, see above…

Yep, it's apparently allowed. Always thought stopping at anytime during the run up wasn't allowed.

How soon could a rule outlawing this come to pass? The NFL changes rules season to season.

I thought it was illegal too. Amazed by the rules surrounding this. Think it confers an unfair advantage on the attacker. Should be binned in my opinion.

just put a timing cap once the attacker started moving (eg. 3 seconds). The attacker will need to hit the ball within the timing, otherwise penalty retaken or forfeited.
This can easily solve ridiculous multiple start stop or some other weird tricks to fool the GK into commiting earlier.

The rule now is that is is only an offence to fein if you have completed your run up.

"feinting to kick the ball once the kicker has completed the run-up (feinting in the run-up is permitted); the referee cautions the kicker"

The way to curb it would be too allow keepers to move off their line once the whistle blows.
Then, if players want to waste time by doing stupid stutters and feints they can, but the keeper will be right in their face.

Going off on a tangent, it struck me as weird this morning that we don't actually know much about IFAB. Would think they'd be a lot more prominent considering how important they are.

Just looked at the board of directors for it, who appear to be the most important people there and none of them are names I'm familiar with. Would think they'd be on TV or giving press interviews regularly explaining any tweaks to the laws of the game and the thought process behind it.

These people:

It's one of those gentlemanly things in football that have ended up being abused, a bit like the back-pass.

Yes, they should be stopped, it's a completely unfair advantage to the outfield player.

Should be one movement, pick your spot, and put the damn thing in the back of the net.

Remember Pogba's penalties? Totally absurd.

Feel football needs to start being simplified wherever it can, just outlaw it. I’d love to see them make penalties one step penalties, feel like it’s a much better technical challenge for a player to generate the power/accuracy needed.

No. They're really silly. I'm surprised they haven't been outlawed.
