I never understand how these are given. So often when the attacker gets a shot off, the penalty is not given. I don't know how it's decided.

I was initially unsure if that was a penalty or not. But, thinking on it, if that foul had occurred anywhere else on the pitch, I'm sure the ref would've blown the whistle on it, too. It's a mistimed tackle, so there's no reason to not give it. Quite careless, tbh.

In a common sense world you'd book the player but no penalty. Rules are the rules though.

When that happens in the middle of the park (the player pushing the pass before the tackler gets to the ball) and gets the player instead, its a foul. Don't see how that's different here honestly.
It's not about the scoring opportunity, it's about the tackle. He didn't get the ball.
