This is lost now. When the scrum is dominated like this then you get a stream of penalties and it’s almost impossible to fight against that.

They can but my understanding is that it would have to be one player repeatedly standing up or losing his bind or something like that.
He hasn't been warning a particular player or the team for anything.
This is just one scrum being stronger than the other.
