Isn't O Jogo the reliable paper?

Most reliable papers are O Jogo and Jornal de Notícias. O Jogo is usually spot on at transfers and Jornal de Notícias although a generalist, usually gives big breaking news. They were the first ones to announce Mourinho to United. Way ahead of any other portuguese or english newspaper. The rest is usually too hit and miss and not reliable at all.
 
Unfortunately, he was average last season. But I would sign him because I think he is talented and he would be a great Carrick's replacement. To be honest I prefer Weigl, but Neves is a good option.

Weigl 91.6%
Neves 82.9

He would need to work on that because our main midfielder like Carrick, Schweinsteiger, Schneiderlin and Herrera have better pass success percentage. He is young, so I'm sure he will improve.

Neves was a sub most of the games I saw... Does anyone know how many games he started in the last season of the Portuguese league?

Stats like that mean nothing because Weigl plays for a far better team. If you put Neves in that Dortmund team their stats would be a lot similar.

Can't find the exact stat, perhaps a Porto fan can help with that, i know that he played 38 games overall (League, Cup and European competitions).

Also Neves seems more willing to try a creative forward pass and of course whilst some of these come off there is inevitably a trade off in the % stats compared to moving the ball a shorter distance / sideways

Im sure I read whoscored score forward passes higher. I love football stats but they are very subjective in that they only tell you how a player is performing but poor statistical performance can be caused by a variety of factors which aren't immediately apparent on a stats sheet. For instance mkhitaryan scored over 1000 on squawka this season but only about 350 last season due to last seasons tactics not suiting his skill set.
