Neves is a good passer but immobile. Tchouameni is much more like Kante - limited passing but destroyer. The problem with Fred is that he is also a destroyer-type but is not able to get the ball forward.
Our crucial question is - do we need a Kante/Ndidi/Makelele-type (destroyer) type who might only be slightly better than Fred at getting the ball forward or a Carrick/Pjanic/Pirlo-type (control) Number 6 whose relative immobility may leave our defence exposed?

Therefore we should be in control and therefore a passer is more important than a guy who's just and out and out destroyer but has limited passing.
