It's 50m Euros. At the end of the day we will be getting the best striker in the world during his peak if he's good enough for us to buy after this loan spell. We won't buy him unless he scores at least a goal every other game.

They didn't say that at all. All they said was that MUFC went past a deadline they told them on when they would have Falcao signed. Miguel Delaney says there is no hold up as of a few minutes ago and the deal should be completed.

Both Berbatov and Fellaini were announced a while after the deadline had passed, IIRC. Not worried in the slightest about this.

A fee has been agreed, nothing more. The club hasn't signed off on the deal because they need to make sure that Falcao gets done.
Welbeck deal is probably lagging until this one is completed.
