Can't blame Michael Oliver there really. His hand was up by his face and moved as he got hit in the head. VAR did its job.
The calling ref over was just face saving.
Why did he give that if he wasn't sure? That's what VAR is for, to spot those missed errors, not to correct your stupid guess. You can see he wasn't sure and just reacted the Ødegaard's appeals with the delayed whistle.
