They would be 2 points AHEAD of City. Liverpool are obviously not going to challenge for the title after just replacing Jürgen Klopp with an unknown Dutch manager, making 0 signings in the summer and also having 3 of their most influential players on outgoing contracts next summer. They should aim for top 4.
