It's honestly quite baffling to me how it's still hard for some to just acknowledge how great Pep is a manager regardless of how much he spent. The guy is a clear genius, it's actually bitter to think otherwise at this moment.

City already invested and built a team or at least set up the foundations for him before he arrived. All for Pep. Then he was allowed to splash unlimited amounts of money. The sort of resources I dont think United would have allocated to him. He would also have to deal with the Glazers and Woodwards. An issue he hasn't at City. He's the boss. Any manager won't have them playing the way they do though.Any great manager will do well if you allow them to spend obscene amounts every year.
Pep’s net spend since summer 2016 is €631 million. Man United’s is €586 million. So he wasn’t actually allowed to splash ‘unlimited amounts of money’, unless you consider that Man United were also doing that, because the figures are pretty similar. City just have a lot more to show for their outlay than Man United do.

If he didn't already inherit such top class players already, imagine how much more money he would have spent.
Objectively, United and City were neck and neck before Pep took over. Look at the two points total of both teams in 15-16.
Points alone is not a fair reflection and doesn't show the bigger picture, City and United finished on the same points actually but City scored 22 more and had plus 16 GD better than United. The season before that City finished 9 points ahead of United and had plus 20 GD on United. That shows City had a better team and were performing better than United before Pep with a better squad overall.

It is a hyperbole (Sterling obviously wasn't dreadful and Toure wasn't finished yet), but there is no denying that even players like David Silva or De Bruyne never played that well for the club under Pellegrini (or Mancini) as they did in Guardiola's system. In fact, everyone wondered whether it's a good thing to have both in the same squad and thus one must be used on the wing, then the rest is pretty much history. And you could probably make a case for Aguero too, who was still scoring a shitload while contributing more towards the play. Or Fernandinho.What a load of rubbish that is.
