Many think that there's substance behind the possibility that City will emerge the verdict with a smile hence the fact that they're spending again after a couple of years of austerity.Whilst there’s probably zero substance to this opinion, but i would not be surprised if City know there’s a points deduction coming that will wipe them out of Europe competitions for the next year or two, and so they are signing players who are below the top tier.
They haven’t been linked to any big names or top tier talents. Players that wouldn’t stick around if City faced any sanctions.
They’re being linked to Marmoush, Reis and Larsson. Don’t seem to be in the running for a player like Kvara.

Good numbers for sure, but I'd look to how well the likes of Jovic & Kolo-Muani did at Frankfurt before landing big moves and underwhelming. I'd also say that Marmoush looks more suited to a more counter attacking setup, running in behind and covering space quickly. This feels like a bad fit for City for obvious reasons, but I don't keep as up to date on these things these days so, who knows. Could well be wrong.

On top of that City have unfortunately been doing really well with their Bundesliga recruitments, especially if you compare it to our track record. Kompany, Sane, De Bruyne, Haaland, Gündogan, Gvardiol and even Akanji have done all pretty well for them.

Frankfurt did never qualify for the CL (except by winning the EL), which makes their success a bit weird, but that also gave them a repuation of being the only second tier club that guarantees you a shot at winning something. That allowed them to sign a bunch of interesting players and talents, and yes also to sell them for big money. They are kind of a "second chance club" for those players who don't break through immediately (like Marmoush and also Ekitike this season).
Considering the bigger picture, last season Leverkusen and even Stuttgart started to challenge Dortmund's status as well on a national level and so far seem to be confirming that level. Dortmund right now is far away from being the "second lighthouse of German football" as Watzke once called it.

Bayern hasn't won the cup for some years, did lose the last title and would have lost the title the season before if Dortmund hadn't been a bunch of mentally weak crybabies who were shocked that Mainz actually tried to win a match on the final day of the season that was irrelevant for them. But for me it's a huge question how the whole formation would look then and how often he gets to use his speed. Incredible unlikely simply because to justify 70/80m€ you have to be really really good. I'm not saying he can't be a good addition to their squad but it's crazy money for someone who is already 25 and has had 1,5 good seasons. Just 3 years ago he was bouncing around on loans.Do Bundesliga followers think he will justify the price tag?
