There are talks in the German papers that Wolfsburg is seriously interested in him. They already got De Bruyne from Chelsea so would be interesting to see if they can get this deal done as well. If they manage to get him they really seem to be on a good way to push for a consistent top 4 place in the Bundesliga.
 
I think he has tremendous upside but you raise an interesting point. Do players who show a lack of a consistent good first touch at a certain age never able to overcome it?

Me, I don't think this is true. A recent example I can think of this is how Busquets often showed a poor first touch in his first year with the first team at 20 years of age but now among the finest touch in the squad
I defer to your knowledge on this specific player but was it composure and confidence he was lacking rather than skill?

Certainly when I played and ex Pros I've spoken to all agree you can't coach "touch" it's a product of the kid's streets and school yard game. Footballing awareness and athletic improvement - yes - touch, very little.
