Is it possible to start conversations with members not yet promoted to the main forum?

I recently tried to start a conversation with a member that has not yet been promoted to the mains and I got prompted I couldn't start a conversation with the person. Is this a temporary glitch or do I have to use a regular thread for the conversation?

There shouldn't be a glitch. What are you seeing when you try to start the conversation? Any errors?
