Yes a 16 y.o with no first team experience is better than Pogba.
He's not short at all from what I've seen from him playing for Monaco u17s. He looks quite tall for a 16 year old, I'd say about 5'10.
I think it's safe to assume they mean better than Pogba when he was that age and/or with the potential to become an even better player than him.
Think he means when compared at the same age
There is a compilation video on youtube that notes him as 5'7" and most of the footage was years old so I think a lot of people will be judging off that.

Heights of senior players aren't even accurate. They are 99% wrong for youth players. Listed heights mean nothing.
