The way I see it, our problems with the RW position are indelibly linked to the insane number of flops we signed for our LW. Look at the wide men we've signed in the last 5 years: Zaha, Di Maria, Martial, Memphis, Alexis, Mata, and Mikhi (including these last two as vaguely RW players, as they do nominally play in wide forward positions as well as CAM).
If any one of those players, particularly Zaha, Memphis, Martial, or Di Maria (I imagine we envisioned him playing a free role as a CAM where he'd drift wide, like he did for Madrid) had made the left wing his own as we expected when we brought them in, I'd wager we would have shifted our attention to the hole on our RW a few years ago. Because those players either flopped or didn't provide the requisite quality on a consistent basis, we've been left searching for an adequate LW as well as a RW. Point being, I don't think the club has purposefully neglected our RW, but because of a combination of bad transfer dealings and players not living up to their potential here, we've cycled through wide men at an alarming rate, which meant our RW has gone without a true top level wide man for too long.
