If people put 20s all over the place the CA should reduce most of them. I'd also hope people aren't as unimaginative as that and try to make it competitive and normal.

Well, be sensible. If you put 20 for everything it's going to be dramatically reduced because of your current ability. You're all set about the level of someone like Ian Holloway but you're young and will improve so set the higher stats for the ones you want your manager to eventually be great at.
