They know keepers are gambling early, so they just wait then kick it to the opposite side. I've never seen so many penalties roll into the middle of the goal with barely any speed on them.
It goes in patterns, and keepers just need to be brave and stand up a little longer. I'm certain they'd save more doing that than gambling early at present.

These teams study the keepers, much like they do the takers. They'll know if he's going to dive. The takers know if the keeper is going to move before they kick the ball by looking af him during the run up.
