I don't get this, you do not have to be in possession of the ball to be fouled, it has never been a thing. So why people make that argument so casually?

A foul and FK/Pen are not the same thing. Yoi have to be in control for the latter

All this is moot, but if Belgium go onto win this, will Martinez be rightfully lauded or will he still be considered to "stifle" the team? Because him switching Lukaku to the right has brought out the best in KDB who's given his best performance of his tournament today. That's pretty much the definition of "unstifling".
