What he HAS done is give Brazil the benefit of the doubt constantly. Given the second yellow card of the match to a player committing they're first foul (and much softer than some of the other non-yellow challenges). Rodriguez has been targeted all game with fouls and the ref has refused to dish a yellow out to a Brazil player. Given offsides when the players in offside positions weren't receiving the ball.
