Plenty of good players don't win titles, Shearer only won 1, doesn't make him a lesser player than Saha or Alan Smith. All the defenders i mentioned are better than Luiz AND would in their prime have probably improved our current defence. Note - I consider our defence to be at a good level, I just consider those listed players as better individual players than our ones.
Your basis on Jones being better is....? Because Luiz fully deserved his PL ToTY place last season. He’s been a rock for Conte until the last couple of weeks which you could chalk up to his knee/quad injury.
His performances were starting to wane late last season and it looks like he has lost his spot in Chelsea's first 11 for the second time in his career.
We need to strengthen in alot of areas but CB isn't one of them.

he had a very good season last season, at 29. He did start to drop a little towards the end of the season. I think the role of Kante cannot be underestimated to that, even Matic as well. The protection he was getting was top class. He did well in a back 3. I cant see how he'd fit into a Jose team successfully. Mourinho just doesn't change tactics game to game, he changes multiple times in same game sometimes. I don't think Luiz has the adaptability, he had good season in a back 3, he was poor in 4 at the back at the start of the season last yr. He's no better than what we have now, and it's a position that isn't a priority for us.

Would be worth considering as he's look considerably better in a 3-man backline than he is in a 2-man. He would comfortably be our best defender on the ball and will be ideal in the middle of a 3-man defense when we play one.
Futhermore, he'd be a good back-up for Matic as we lack any viable alternative capable of slotting-in comfortably in defensive midfield when the Serbian inevitably get struck down by fatigue - which Luiz has shown to be capable of.
