I think they should have temporary/rolling subs for situations like this.

Gives the doctors a chance to review the player for 5 to 10 minutes without the pressures of playing with 10 men or potentially taking off a player that could make a full recovery.

There haslve to be strict rules about that, it happens far too often nowadays. You could tell that Martial wasn't 100% there the same way Kramer looked like in the WC final. Maybe harsh punishments on the club/medical team if they fail to act accordingly, I don't know.

He lost the ball because he was fouled, but that's got nothing to do with it. The fall clearly impacted him badly and the fact that it came shortly after a really bad clash of heads is the problem.

Who gives a shit what pundits talked about, since when was that in indication of anything?

he's qualified to force a full head injury assessment.

And presumably that's exactly what the qualified medical staff did and deemed him fit to play, it's not the refs fault, as useless as they are we cant blame them for everything.

at the initial clash of heads there was. no way after that clash and him being down for so long do you let someone carry on. wagging a finger for two seconds isn't long enough for a full assessment.

I really don't think that should be up to the ref unless it is really obvious, he's got enough to deal with. The United bench are the ones who need to take responsibility for that sort of thing.
