So this guy from Qatar is basically the cousin the of the current Emir of Qatar. His dad used to be their Prime minister and head of Qatar's Investment Authority - their sovereign wealth fund from oil and gas revenues - but then he got sidelined when his brother and father of the current Emir abdicated.
I guess it's enough degrees of separation to presume no relation to PSG but it feels weird for someone like this to have the money without a state backing.
