Even if he isn't state back I'm sure the state would probably be open to helping things out. It would also depend on what you mean by state backed. I dont think the exclusivity stage is where you talk about the final offer.They need to try and get exclusivity which opens the opportunity to negotiate and reach that figure. Like I said talk about business opportunities in Qatar
