Manchester Large SettlementLiquidation of the club seems a proper punishment for this. Erase them from the history books, including on years before they started to cheat. Remove any occurrence of 'Manchester City' from wikipedia, remove their games from 'Youtube'. Ban the phrase 'Manchester City' in English. Burn all the Oasis albums.
More seriously, a demotion to third-fourth level, removing their titles and cups during the period of fraud (based on severity of fraud)*, force a selling of the club and a massive point deduction in the new season.
* I wouldn't give those titles to anyone though. Just void them.
Also, if proven, players who participated in getting money under the table should be persecuted for fraud and tax evasion.

UEFA doesn't care about financial fair play, and they also don't care what happens in the English FA, so I'd say you're 100% correct.UEFA won’t be taking away their Champions League Medals that’s for sure.
