That Wilshere decision is exactly the type of decision that referees should be banned for, because it comes down to a couple of possibilities

a) He saw the incident and decided it wasn't worthy of a card. That's either a blatant disregard of the rules or a lack of knowledge about the rules, which means he shouldn't be refereeing at the top level.

b) He didn't see the incident, which leads me to believe that, considering his position, he has some kind of visual impairment that obviously makes him unfit to referee at all.
