That's a fair assessment. But I think what makes the true difference between 1990 and 2014 is the technical quality in the defence. 1990 doesn't come close to the passing quality of prime Hummels/Boateng. You have to go back to Beckenbauer's days...
Actually I would include 2004 in "around 2000". It was the same dark age of German football before it was revived by Klinsmann/Löw bringing a new energy and concept to the dugout and by the reformed youth system delivering the first prospects...
Because they just battled their way through. 1974 (72 even more) and 2014 we had teams that actually could play much better football. Don't get me wrong, that's no disrespect to the 1990 team, it's just that they weren't just as good ballers.
