If they're saying Lukaku's push would have been enough to disallow that header if it went in in the 1st half, then the one on Lingard is a penalty. They're the same, it's just a defender rather than attacker.

I think we should have a system where managers are allowed once or twice a game, to insist that VAR be used. Similar to tennis.

The problem last time around was that the man who looks at the VAR screen was completely drunk and could not draw a straight line if his life depended upon it.
