If they see an offside they don't flag and they allow play to continue (as they have got offside wrong in the past) if the goal goes in VAR then kicks in and proves he was right.
The thought is that VAR proving he was wrong (if they don't allow play to continue) is too late to give the attacking team the advantage they had at the point the linesman's flag was raised.
