Just make it a challenge system. Everyone gets one challenge that they keep if the challenge is successful. Goals can mostly be cheered. Teams would have to decide to ask if a soft penalty call should be challenged or do you keep it for later in the game.

Most importantly VAR could simply be looking for the right call and not whether there is a clear and obvious error.

That's a valid view; the "clear and obvious" threshold is too high in general, plus we can't get away from the issues that lay with the competence of the actual people making the decisions. Now we've got the drafting of the actual law as well thrown-in
