Atkinson even does the studs-up motion with his hand as he's giving it, yet somehow fails to apply the natural consequence of what he's seen, ie giving a red card.
It's quite obvious at this point that the refs either don't know the rules or don't care enough to apply them in a sensible manner, instead putting "game management" over "correct application of the laws of the game". And the FA's obviously not discouraging them from it.
