The trouble with Rashford is he just doesn't understand pressing.

It might have been out, it might not have, but there wasn't enough evidence to overturn the on-field call with 100% certainty. It's like the Liverpool offside against Wolves, where a player was offside but wasn't seen in the camera angles provided to VAR so they couldn't rule it out.
