It’s similar to the immigration system anyway. You screen for the cream of the crop and don’t allow the poor and uneducated in. They’re trying to get English football clubs do the same with football ‘talent’

Which would only allow established internationals. This is great in theory but I can't think of how the FA could make PL clubs do it.
 
I bet ya, this rule was proposed by some fat old conservative fecks in the fa, annoyed because their nephews didn't make it to the prem youth teams because obviously they're good enough but some kid from some african country took their place

Transfer fee must be 20 million? Homegrown talent already gets preference through squad percentages. Is this meant to increase those numbers? Why not just raise the percentage.

Would it really be great though? There are lots of players that aren’t internationally established, that have come from Europe and made great contributions to the premier league.

Is this part of the reason why we bought lots of young talent in the summer I wonder? Is it restricted to just the January window or all windows going forward?
 
I don't see why clubs would agree to that. It prevents the opportunity of relatively unknown players being brought in and flourishing.

Wouldn't it also feck over clubs outside the top 6? The big clubs will be able to buy marquee international players, but clubs outside of that who rely on cheap mid-tier foreign players would be at a huge disadvantage.

I also don't see how judgement of who is and isn't a "lower quality" player could be consistently applied.


Or is this just for January transfer windows only, rather than all windows from January onwards? Either way, it sounds wank.
 
So how are they determining who’s good enough? FIFA ratings?

International appearances really should not be taken into account since there are are only so many international places. For example, a player from France might struggle to break into their setup but still be a very good player.

"The new system gives a 500% uplift on guaranteed access to non-European talent, whilst also allowing the European talent in. However, the system doesn't allow access to lower quality foreign players who block the development pathway for home-grown players - and who rarely get to play.

"Please be assured you still have access to talented young players; they have not been excluded."

The FA does not support the main proposal from the Premier League which, it is claimed, is to "implement the lower bar and then to increase it in the future if the number of homegrown players drops to an even lower level".

Clarke warned: "This would be closing the floodgates after the flood."

He wrote: "They (the Premier League) have asked that any player registered with a team receives points for that club's performance (League position, League band and Continental progression) even if they have not played a game; the Home Office is quite clear that a player must play to get points so this will simply not be possible.

"They have also requested we include substantial points scored for youth internationals; but the Home Office is not supportive of the current proposal as these players are not internationally established at the highest level. For example, in the proposal a single youth international appearance would give the same points as Mo Salah receives for his entire Egypt career. That will not be accepted by Government.

"And finally, the League wants a lower point score to allow entry. This latter point is an area that we can discuss if the League is prepared to propose league rule changes to safeguard national talent."

Clarke added: "Overall the changes that are requested to our model relate predominantly to young, unproven players and would have virtually no impact on first team signings.

So a couple of big takeaways:

1. The FA want to increase the number of non-EU players by 500%
2. The FA want to stop the Chelsea model of buy-and-loan cheap imports (the Premier League want this strategy to remain possible)

how is this any different from work permits being issued? didn't you have to appeal for non eu players anyway?
 
Some manager will be thrilled by this. It means he'll get his Grealish and his Sancho + he won't look silly on spending 80m on a CB with zero pace. ;)

Seriously this is going to cripple EPL football badly. It's already silly that EPL clubs can barely sign young SA players. If they extend it to European players as well then they can slowly start kissing their chances of winning the CL good bye.

Actually it would benefit the likes of Bayern, Real, Barcelona and Juventus who can snap that talent on the cheap as the selling club can never sell him into the EPL. Thus while Chelsea, Manchester United and co would be throwing silly money on Longstaff these clubs will be able to sign the likes of Camavinga and Aouar on the cheap.
