The U.K. Home Office has recently clarified that work permit rules will not apply with immediate effect to passport holders of those countries which will accede to the European Union on Jan. 1, 2004.
Hungary, Poland, the Czech Republic, Slovenia, Latvia, Lithuania, Slovakia, Malta, Cyprus and Estonia,

This means United could sign american goalkeeper Tim Howard as he qualifies for a hugarian passport through his mother. Or Petr Cech the Rennes keeper who was refused a WC to Everton last season.
