Who is "The Stig"

Was watching Topgear with the Misses last night, and we got onto this topic. Is it the same peson the whole time or do they change it. I had a look at wiki and it says that the 1st Stig (Black Stig) was a F1 tester called Perry something but they got rid of him after 2 series only to be replaced by new White Stig. Wiki hints that it may be Damom Hill or Mark Webber.

Anyone know who it is?

Ben Collins (Race Driver) is supposed to be White Stig according to rumours, he was also listed on Hammond's accident report as a Top Gear assistant and High Speed Test Driver

This has been bugging me for a while. Havent they got Webber, Hill and Mansell on the show to do a lap, so does that mean it cant be them?
