Home to some of the greatest players to ever grace the sport and yet i can count only one south America who was great for us(tevez) so what are we doing wrong .

Most of it could be attributed to how they prefer the Latin sphere but it seems all others in the Premier have jumped in and gotten some quality south Americans, just look at city and pool , Fergie did try to get in the action but results were less than ideal.

We've just gotten a player with potential (Martinez) and are linked with an all timer in casemiro so hopefully this starts the shift United needed .

Added question to members who are knowledgeable about the area, do United have a decent following in that are, is it something we could potentially tap in and exploit more than others?
 
We've had a scout in South America in the past, but the OP rightly notes few South Americans have ever found success at OT. Forlan is one that I would add could have been a club hero, but it didn't come together for him consistently enough.

I suspect the simple answer is that most top South American footballers prefer to play in Spain and Italy.
 
I just think we have really bad scouts and when we do recognize the talent we also seem to have very bad negotiators
